Ninth Circuit Court: It's OK to desecrate sacred Native American area

In June the US Supreme Court refused to review a decision by the notoriously liberal US Ninth Circuit Court of Appeals that upheld the right of the Federal Government to desecrate an area held sacred by several Native American tribes. I’m not a lawyer (which should be obvious to everyone), but just where do you draw the line that, when crossed, creates a substantial effect on an individual’s right to exercise freedom of worship? Is there a consistent standard, or will it have be decided on a case basis, with potential inconsistencies upon appeal?
